The article examines the drastic policy shift that occurred in 2021 because of misaligned incentives and purposes between different political actors and incomplete market reform. Moreover, using China's differing approaches to energy governance and trade governance, Associate Professor Zhou and Professor Gao provide some suggestions on the lessons that other developing countries can take when dealing with their own governance issues.
